DUBLIN (Reuters) - Ireland's finance minister said on Monday the country's tax office would not force firms to pay interest on taxes deferred during the COVID-19 pandemic and allow extra time to repay the debt once they keep on top of current liabilities. The government introduced the tax warehousing scheme in May 2020 and firms that had deferred liabilities that arose during one of Europe's toughest lockdown regimes had already been given extra time until May 2024 to enter into repayment arrangements. The tax office said that 5,265 taxpayers were responsible for the bulk of the warehoused debt – 1.5 billion euros – and that almost 70% of the firms with deferred debts owe less than 5,000 euros each. Business insolvencies in Ireland rose 32% year on year in 2023, but were still below pre-pandemic levels. Accounting firm PwC, which compiled the figures, expects a similar rise in 2024 and a return to the 20-year average of annual closures.

But Advocate General Giovanni Pitruzzella at the European Court of Justice (ECJ) — the EU’s highest court — disagreed, saying judges should set aside the General Court ruling and refer the case back to the lower tribunal. “The judgment of the General Court on ‘tax rulings’ adopted by Ireland in relation to Apple should be set aside,” he said in a non-binding opinion. He said the General Court had committed a series of errors in law. “It is therefore necessary for the General Court to carry out a new assessment,” Pitruzzella said. Her biggest legal victory to date came in September when the General Court upheld her decision against a €700 million ($749 million) Belgian tax scheme for 55 multinationals.

The European Commission in its 2016 decision said Apple benefited from two Irish tax rulings for more than two decades that artificially reduced its tax burden to as low as 0.005% in 2014. Ireland hikes bank levy to 200 mln euros, revises methodology

REUTERS/Clodagh Kilcoyne/ File Photo Acquire Licensing RightsDUBLIN, Oct 10 (Reuters) - Ireland will revise how it calculates its levy on banks after announcing plans to raise 200 million euros ($211.7 million) from the measure next year, up from 87 million euros in 2023, Finance Minister Michael McGrath said on Tuesday. The share paid by the remaining three banks is based on the amount of deposit interest retention tax (DIRT) each pay. McGrath told a news conference that the basis of the levy will change to being related to the value of a lender's deposits. Analysts at Davy Stockbrokers had said that an increase to 200 million euros based on the existing DIRT would have had an outsized impact on Permanent TSB (PTSB.I), relative to its larger rivals AIB (AIBG.I) and Bank of Ireland (BIRG.I). Davy estimated that the incremental impact from an increase based on retail or household deposits would be in the range of 2-3% of 2024 profit before tax across all three banks, based on its current forecasts.

"The costs that we are providing for are going to come at us really quickly. A package of one-off financial supports totalling another 2.4 billion euros will be added on top of that, a source familiar with the process told Reuters. A similarly expansive budget a year ago that included even more generous one-off measures handed little political momentum to the three-party coalition. Ireland trims 2023 budget surplus, corporate tax forecasts
  + stars: | 2023-10-07 | by ( ) www.reuters.com   time to read: +2 min
DUBLIN, Oct 7 (Reuters) - Ireland is set to collect 0.6% less tax than expected this year following a recent fall in corporate receipts and deliver a lower than forecast budget surplus that Tuesday's budget will further eat into, finance ministry data showed on Saturday. Ireland has collected record levels of tax in recent years, driven by a fast-growing economy and booming corporate tax returns. Instead they are now expected to rise by 4% to 23.6 billion euros. The finance ministry also cut the forecast for 2024 to 24.5 billion euros from 25.1 billion euros. As a result it lowered the 2023 projected budget surplus to 9.6 billion euros or 1.8% of gross domestic product (GDP), from the 10 billion euros forecast in July.

AI boom could expose investors’ natural stupidity
  + stars: | 2023-05-19 | by ( Felix Martin | ) www.reuters.com   time to read: +7 min
Indeed, enthusiasm about AI has become the one ray of light piercing the stock market gloom created by the record-breaking rise in U.S. interest rates. It’s a good moment for investors to be especially alert to the tendency of natural stupidity to drive stock market valuations to unrealistic – and therefore ultimately unprofitable – extremes. However, the most important lessons of behavioural economics relate to a more fundamental question: Will the new generation of AI do what it promises? Behavioural economics offers some cautionary tales for such attempts to apply AI in the wild. For example, stock market returns can be affected by a small number of rare but extreme movements in share prices.
The Meta Platforms Inc. office building in the 'Silicon Docks' area in central Dublin, Ireland, on Tuesday, Nov. 29, 2022. Ireland is considering funneling some of the bumper tax income it's receiving from the many multinationals based in the country into a new sovereign wealth fund. Ireland's corporate tax receipts have rocketed over the last decade and have hit record highs since the pandemic, rising 30% year-on-year in 2021 and up another 48% in 2022 to a record 22.6 billion euros ($24.8 billion). That has come from tech giants including Alphabet, Meta, Intel, LinkedIn and Amazon, along with firms like Pfizer and Johnson & Johnson. The government expects this to swell further in the coming years, with the surplus totaling 65 billion euros over four years and potentially hitting 6.3% of gross national income — GDP plus all net receipts — by 2026.

BRUSSELS, March 13 (Reuters) - European finance ministers and the EU's economics commissioner played down the contagion risk of the collapse of U.S. Silicon Valley Bank (SVB) while European bank shares saw their biggest rout since the start of Russia's invasion of Ukraine. At the start of a Eurogroup finance ministers meeting in Brussels, French Finance Minister Bruno Le Maire called on markets to "calm down" and European Economic Commissioner Paolo Gentiloni stressed he did not see a risk of contagion for European banks following SVB's collapse (SIVB.O). France's Le Maire and his Belgian counterpart Vincent Van Peteghem also said they saw no specific concern for their country's banks, as investors were dumping their financial institutions' shares. Ireland sees inflation averaging 4-5% this year
  + stars: | 2023-02-25 | by ( ) www.reuters.com   time to read: +1 min
DUBLIN, Feb 25 (Reuters) - Irish inflation is expected to average between 4% and 5% across 2023, lower than the 7.1% the finance ministry most recently forecast last September, Finance Minister Michael McGrath said. Annual Irish inflation slowed to 7.8% in January after posting the sharpest monthly decline in seven years. "The good news is that inflation has now peaked, and is falling back," McGrath said in a speech late on Friday, citing a sharp fall in wholesale energy prices. In its last forecasts, the finance ministry saw modified domestic demand - its preferred measure of activity - slipping by 0.6 in the first quarter before expanding by 0.8% from April to June and averaging 1.2% for the year. The government has deposited 6 billion euros ($6.3 billion) in the reserve fund in recent months, setting aside some of its corporate tax receipts that it considers windfall in nature after an enormous rise in recent years.
"We are looking at additional banks and financial institutions to see how Russia deals with the outside world. Some European banks, including UniCredit (CRDI.MI) and Raiffeisen Bank International (RBIV.VI), have large businesses there and must follow local rules to grant payment holidays to soldiers. ENFORCEMENTO'Brien said that the United States would step up enforcement, something the EU also hopes to improve. "We are now looking at how sanctions, including financial sanctions, can be most effective," he said. "While the majority of important Russian banks are sanctioned, there is a lot outside that perimeter that you could go after," said Nicolas Veron, of Washington think tank the Peterson Institute for International Economics.
